French-born but a US citizen for most of his adult life, Jules was also a garage owner and mechanic. Jules' racing peak was in the mid 1910's, when he entered a Delage in a number of events with his friend Charles Dellocchio as his riding mechanic. Devigne crashed at his only attempt at Indianapolis but had better luck earlier in the year when he raced at Sheepshead Bay, finishing second in a race seventeen days before the '500.
