Traffic policeman who had a successful career in the 1930's. Raced in dirt, big and midget cars. Sam started racing as a teenager in 1921, and although he had the ability to race full-time, didn't want to lose the security and pay the police work provided. However, he found real success in racing too and it led to him moving to Omaha to race, but only when it was sorted that he could work for their police force. During World War 2, Hoffman moved to California and worked for their highway policing department, before racing a little bit after the war before retiring from racing.
