English born, but long-time resident in Billerica, Massachusetts. A garage owner, he was mainly a dirt track driver, who had, just before his death, moved into board track racing. Foley was killed instantly with a fractured skull after a crash in a qualification attempt at Salem, just as his career was starting to develop further. Full name was John Fisher Foley.
