Raced from 1932 to 1936, but didn't achieve much success. Later became a car owner and builder, and the Wetteroth-Offenhauser he bought appeared at a few Indianapolis 500's in the late 1940's and early 1950's. Carter entered his own car for his 1933 attempt under the name R M Carter but he was one of many that year to fail to qualify. Not much biographically is known about him, but he is listed as living in New Jersey at various points during his career, including Newark and Jersey City.
